PROFILE: Carmel joined Dillon Eustace in 2004 and was appointed a partner in 2005. She advises on a broad range of commercial property and related construction law matters including site acquisition, planning and environmental law matters, building contracts, appointments and collateral warranties. Carmel has particular expertise in the development and financing of wind farm projects. She is a council member of the Irish Wind Energy Association and the chairman of the Planning Group of the Council. Carmel also advises on the property and construction aspects of PPP/PFI infrastructure projects.

• Advises developers and banks in the development and financing of wind farm projects
• Advises one of the consortia that has pre-qualified in the Dublin Metro North project
• Advises a semi state body in the acquisition and disposal of affordable housing
